I think I may have misunderstood the original post. I understood "commander" to refer to the C-in-C, in which case I stand by my original reply. If you meant each individual division commander, I still lean towards the C-in-C being able to dispense his command pips when and as need arises, but could...

Not quite. An ordinary general can only take a single unit from those available under "Reserve". He could in addition take a single unit from a division. That might work as long as the detached skirmishers have never been forced (or opted) to flee, entered difficult terrain, or crossed an obstacle. These all do appear as reasons a unit loses it's battalion guns.

Wow is this correct? We have been using the combination of status + moral - so an L4 beats an L2. Frankly, this makes more sense to me but if that is not the rule . . .
