CIC and artillery

Please, one question.
Reserve artillery to which we assign the CIC to be able to choose a firing target.
When and how is the CIC later separated later?

At what point do you think you choose the division the reserve artillery is going to activate with?
As you activate a division or before any divisions have activated.

But this is for general division, not for CIC.
Or is the same?
