Can detached skimmers move with an action marker

If a detached skirmishers is forced to move more than 2UD because an enemy unit advancing forced it back can it still move when its division is activated?

Yes, I would think so, there is nothing in the rules that forbids it. In fact given that supports of counter chargers can also make a move and even charge when their dividion is activated would tend to lend itself to that conclusion.

I believe action markers prevent artillery from moving or other units from charging. Moving otherwise is not restricted by action markers.

Would this include units that have fired or been in a melee combat as well?

If the enemy have engaged your units during their activation and your division is yet to activate, this is not a problem. Page 37 limits movement.
Page 29 final section gives the limit of what is possible with an action marker.
For example, if your unit won a fire fight initiated by the enemy it will have an action marker for shooting. This would not prevent spending CP to advance it. The action marker would prevent it initiating another shooting exchange or charging though.
Artillery could not. Having fired in the enemy activation the action marker prevents movement or initiating fire in its own division activation.
