Do cossacks have to give ground before advancing infantry a la detached skirmishers?

The subject asks the question really.
In many ways cossacks are super detached skirmishers who have no ranged fire. Do cossacks have to give ground (retire or flee) before an advancing infantry unit they cannot contact frontally?
Any thoughts?

For Cossacks (and other irregular cavalry):
- They are not trained so they never count as support (even for other Cossacks).
- They are therefore never a priority target for artillery.
- They never go into Disorder following a flight or a combat result. So we never need to rally them.
- They cannot attack formed units except from the flank or rear.
- They can be in column or in line.
I would say as Cossacks are not skirmishers they don’t have to give ground and the infantry must stop 1UD away or declare a charge in which case they must evade as they can’t charge formed units frontally
