An ordinary general has 1 reserve point
He pays for two units from reserve 1 battery and 1 Cavalry
With his one reserve point he can assign the cavalry to a division and keep the artillery under his command
Correct?

Not quite. An ordinary general can only take a single unit from those available under "Reserve". He could in addition take a single unit from a division. If it is artillery, he can keep it under his command in the reserve. As I read it, if it is not artillery, it can be assigned to a division but kept off-table as a reserve unit to be brought on later, as only artillery units can be kept under the C-in-C's direct command (pp. 67-68).

However, I see nothing in the rules that would prevent this ordinary commander from selecting an artillery unit form those units available in the reserve, and pulling a second artillery unit from a division with his single command point. Nowhere do I see a limit on the number of units a C-in-C can command, only the number he can select and/or re-assign.
