Timing of C in C points allocation

My opponent suggested that when the C in C allocates CP to division commanders he must do so immediately after the commander rolls. I disagree. I think he can give his CP as the need arises. Any opinions?

Thanks Roger for posting my query I've managed to get back into the forum now.
Anyway the point I was making was as follows ( comes from an email):-
Anyway the more I read it the more I’m convinced I’m right although obviously the important question is if this is what Herve intended.
I’ll set out my evidence here
Page 29 tactical command says determine the divisions commanders command point. The divisional commander may also receive CP from the commander in chief.
Page 33 tactical command phase takes place at the beginning of each divisions activation by determining the divisional commanders CP’s. The commander uses his CPs to activate etc
Surely the divisional commanders CP’s are those resulting from his dice throw and also those gifted by the C in C. The C in C isn’t ordering any of the troops directly( unless it’s a follow me order) so they must be the divisional commanders CP’s and these are determined at the start of the divisions activation.

Be glad to hear from anyone who can point out the relevant sections in the rules that allows points to be added to divisions as they go along. Or perhaps a comment from the author.

I think I may have misunderstood the original post. I understood "commander" to refer to the C-in-C, in which case I stand by my original reply. If you meant each individual division commander, I still lean towards the C-in-C being able to dispense his command pips when and as need arises, but could be convinced otherwise I suppose.

You understood correctly. I am suggesting that during a division's activation phase the C in C will transfer CP whenever the division commander runs out of them. My opponent wanted me to transfer them before the unit activations began.

Yes the units actions occur in order with tactical command being the first where you determine the CP's a divisional commander can use, followed by preparatory fire, charges and shocks,movements and rallying and final fire where you spend them.( note some phases don't require CP's)

Did find a post on the french forum of the 14 jan 2020 with the comment that supports my view roger saying the CP are gifted after the divisional commander has rolled for his CP. If I can find it again I'll cut and paste it.

I have a doubt about the order of the dice
rolls we roll a dice for the command points of the general-in-chief, until then ok
after roll you all the dice of the generals where we must throw them when activation of each division?
Another question: must the general-in-chief distribute the command points he wants to assign to each general before or after the die roll of these?

The die of the general-in-chief, it's all good, it's the first thing to do at the start of a turn.
Then, we activate the general chosen during the activation of his division.
The distribution of command points is done after the dice roll.

Hello JM,

we launch them only when activating the division you want to move. And you transfer the points of the general-in-chief after having calculated the points that your subordinate has.
