Reserve Order Redux

Further questions about the reserve order.
Under Entry of reserve divisions on page 68 in the English RAW we read,
the C-in-C must spend a CP in the strategic command phase
the player automatically places an order marker at the division entry point
the order is automatically applied
units entering may charge or fire at the enemy immediately
units entering the table may make an operational move
So far so good. My questions are these:
Page 41 indicates that only a division with reserve orders can make an operational move.
but on-table units under reserve orders cannot move
so must an off-table unit retain it's reserve order in order to make operational moves?
can any off-table unit, no matter what order it is given make operational moves?
is any operational move paid for by the divisional commander expending a single CP, or does the C-in-C's CP expenditure to activate the division cover this?
