Bataille Empire

The number of artillery units are limited by nationality.
Would it also make sense to do something similar for other troops by divisions?
I am thinking of Prussian infantry divisions that might be all cavalry or Austrian divisions that might be nearly all light troops or skirmishers.

Something simple that specifies that infanyry divisions, except those specifically marked as light divisions, must have more line infantry units than other units.

Does seem strange that you can in theory have infantry divisions without any infantry present!
