can Reserve divisions activate ?

Divisions on Reserve orders enter the table in the strategic command phase and make either a normal or operational move using 1 CP from the CnC. Once this movement is completed, the division is then given its order (Attack, Engage, etc). Unless the units have made a double or operational move, none have an action marker; they are not permitted to charge or engage in combat (fire) but can defend themselves.

The game turn then precedes on to the divisional command phase.

Can the newly arrived division now activate in the normal sequence of divisional activation ? The rules are silent on this matter.

It would be my view that the newly arrived division could NOT activate until next turn as it already did so to move onto the table. But nowhere does it say that. Allowing it to activate creates other problems, like how will it obey Attack or Engage orders when it is not permitted to do so.

That is correct they activate in the turn following their arrival, so opponents have at least a full turn to respond to the new arrivals.
