I have a couple of questions on the detached skirmisher option in army lists

When you buy (1) detached skirmisher unit in an army (1809 Danube Austrians for example) does it?

1. count as full unit when workout your artillery proportions eg an army containing 14 units (1 of which is a detached skirmisher unit) could buy a 3rd artillery battery because that would make 15/5=3 or do you only count full units of infantry,artillery and cavalry for arty proportions?

2. If they only count as half units and the list says you can buy a max of 2 units in that section, can you then buy 4 detached skirmisher bases as 4x1/2=2?
