Commander replacement

Hi there
In what phase does a commander get replaced? In the Strategic phase or when its division is activated. It could matter because if it is replaced when its division is activated then the divisions units would be considered out of command until it is activated.
Also when would the CiC be replaced since it has no division.
And i know it is replaced on the next turn after it was killed but in what phase of the next turn
