Prussians post 1812

The Prussians in Saxony - summer 1813 list on p216/7 contains the note that "At least 25% and at most 50% of Prussian units must be Landwehr (infantry or cavalry)" (4th bullet point p217)
Prussians in France 1814 list (p218/9) contains the note "At least 1/4 and at most 1/2 of the Prussian units must be infantry or Landwehr cavalry (4th bullet point p219), the 1815 list is similar, with the added clarification that "The Landwehr proportion increases to 2/3 for the IV Corps".
Is the intent therefore that for all Prussian lists from Summer 1813 onwards 25% to 50% of Prussian Units must be Landwehr (whether cavalry or infantry, rising to 66% for IV Corps in 1815) or does this requirement become lessened from 1814 to allow Line, Reserve etc to replace Landwehr?
