Basic question: are there any?
Half the non-disordered units in a division under attack orders must make a full move towards the enemy in order to
1. charge the enemy
2. volley fire at effective range
3. cavalry in charge range must charge
Let's suppose a mixed division with 2 formed infantry and 2 cavalry units. Can the player decide to:
1. move the 2 infantry units at full speed towards the enemy and move the 2 cavalry as he see fit?
2. charge with the 2 cavalry if they begin within charge range of a target because this takes priority over the general rule for moving half the god order units in the division in prescribed ways? Can he then move the 2 infantry as he sees fit?
3. charge with the 2 cavalry if they begin within charge range of a target because this takes priority over the general rule for moving half the god order units in the division in prescribed ways, and then move the 2 infantry units at full speed towards the enemy to meet the basic requirements under Attack orders?

The standard is at least 50% must adhere. The rest are flexible.
So any two are the first priority.
Then the others have options as long they don't violate the orders. I do not see anything the requires the cavalry to act first.

I didn't see anything obvious about cavalry requirement to charge taking priority either. But it is a separate sentence, so arguably a separate requirement. All could be issues with translation.

You can do 1 or 2 as it respect the Attack order for at least 50% of units in a division.
