If a division has 2 command points and moves a group in column its 6 mu and is still more than 6 mu from the enemy/objective. Can it use the 2nd cp to change formation as the wording "The unit must move forward all its move rate towards the enemy" could be interpreted as 2 x 6 mu is its full move rate.

You can use your second point to change formation. You respected your order. You moved as much as possible during your first move. On the other hand, you must stay more than 8 UD from an enemy during the second movement.

Which is what I originally thought, just some doubt crept in because it says full move rate and why would that not include the second move if you were capable of a second move.

Agreed, this is the way we have always interpreted it. One full move is sufficient.
