Manoeuvre orders

If a French division has manoeuvre orders, and enemy units come within tactical distance, should the French move so they are out of tactical distance when next activated or can they stay where they are?

With maneuver order you can stay where you are but if you move you must be out of tactical distance.
During strategic command phase, you can freely change your order to "Hold" if enemy is within tactical distance.
